On May 26, the National Development and Reform Commission (NDRC) issued a notice aimed at standardizing the management of three-wheeled vehicles and low-speed trucks. Starting from June 1, 2006, manufacturers must use the terms "three-wheeled vehicles" and "low-speed trucks" in their product listings under the "Vehicle Production Enterprise and Product Announcement" (commonly referred to as the "Announcement"). The term "agricultural vehicle" will no longer be used in any official documentation or product naming.
The notice emphasized that this change aligns with the "Automobile Industry Development Policy," the "Vehicle Identification Code Management Measures (Trial)," and other relevant national standards. As part of these regulations, the NDRC has decided to update the terminology in the "Announcement" and stop using the term "agricultural transport vehicle." Instead, it will implement a strict Vehicle Identification Number (VIN) management system for all three-wheeled vehicles and low-speed trucks.
According to GB7258-2004, which outlines the technical requirements for motor vehicle operational safety, "three-wheeled agricultural transport vehicles" will now be called "three-wheeled vehicles," while "four-wheeled agricultural transport vehicles" will be renamed "low-speed trucks." Manufacturers are required to update their product names accordingly in the "Announcement." All companies producing three-wheeled vehicles and low-speed trucks must submit applications to the NDRC by the deadline to make these changes.
For existing products already listed in the "Announcement," manufacturers were required to submit an application through the official "Notice" system before November 10, 2006. From January 1, 2007, any product name that does not comply with the new regulations will be removed from the "Announcement" and cannot be sold again.
In addition, three-wheeled vehicles and low-speed trucks must now follow VIN management rules. Manufacturers must apply to the designated work organization under the NDRC for a World Manufacturing Identifier (WMI), as outlined in the administrative measures. They must also develop and record their own VIN coding rules. Companies that have already obtained WMI numbers are required to revise and re-file their VIN rules as per the updated guidelines.
This regulation marks a significant shift in how these types of vehicles are classified and managed, ensuring better standardization and traceability across the industry. (Zhang Hao)
