The introduction of advanced sterilization, preservation, active packaging, and antibacterial packaging technologies is expected to significantly impact China's food and packaging machinery industry. These technologies are currently imported as equipment, as domestic development is still in its early stages. Some Chinese companies are beginning to study these innovations to develop their own products. During the "Eleventh Five-Year Plan" period, only about one-third of high-end equipment was domestically produced, with most of the imported equipment being used for local development. Due to limited investment in research and development, a technological gap is likely to persist for at least a decade.
According to Yue Shuxue, former chairman of the China Food and Packaging Machinery Industry Association, the export market shows strong potential. Many of the new technologies developed domestically are suitable for markets in Southeast Asia, Russia, the Middle East, and Africa. Export growth has already exceeded 20% in recent years. To capitalize on this trend, relevant organizations should encourage enterprises to expand exports, while the government should support export-oriented businesses through funding and participation in international trade exhibitions.
The "Eleventh Five-Year" plan sets ambitious goals for the industry. With a projected growth rate of 17%, sales of food and packaging machinery are expected to reach between 130 and 135 billion yuan by 2010. The number of product varieties will increase from 4,700 to 5,700, with 500 types of products meeting domestic needs. The export value is expected to reach $1 billion by 2010.
Technological goals include completing a 6,000 atmosphere high-pressure sterilization pilot line by 2010, expanding microwave sterilization systems, establishing test lines for electric and magnetic field sterilization, and conducting research on aseptic production facilities. High-barrier packaging materials for milk packaging must also be made available to the market.
In terms of product levels, the goal is to have 20% of products reach international advanced standards by the early 21st century, 50% meet late-1990s international standards, and others achieve late-1980s levels. Manual and semi-mechanized products should be phased out, and basic products must improve automation and efficiency.
Economic efficiency targets include increasing the profit margin of product sales from 6.9% to 10%. This requires differentiated competition and improved product quality, eliminating substandard products that undermine the market.
Structural adjustments aim to concentrate manufacturing in the Yangtze River Delta and Pearl River Delta regions, while supporting the establishment of sheet metal parts and modular processing centers in Jiangsu, Shanghai, Wenzhou, and Shantou. This will help shift from small-batch to mass production, enhancing quality and reducing costs. High-energy consumption, low-efficiency equipment will be phased out, and high-tech, large-scale production equipment will be supported.
New product development during the "Eleventh Five-Year Plan" will focus on liquid filling machines, plastic container manufacturing, corrugated cardboard boxes, and other specialized equipment. Additional efforts will target processing equipment for potatoes, beans, fruits, vegetables, grains, oil crops, and aquatic products, along with technology for purifying traditional Chinese medicine components.
