Beijing Automotive Industry Development Plan Announces Six Major Groups in China

(Reporter Wang Xuexuan) Yesterday, the Beijing Automotive Industry Development Program was officially released by the Beijing Municipal Bureau of Industry Promotion. This initiative marks a significant step forward in positioning the city's auto sector as a key driver of economic growth. The plan aims to elevate Beijing’s automotive industry to one of the top five national groups among China’s six major auto manufacturers. By 2008, the sector is expected to become a core pillar of the local economy. According to the roadmap, the Beijing auto industry targets production and sales of 1 million vehicles by 2008, with an ambitious goal of reaching 1.2 million units. Sales revenue is set at 100 billion yuan, aiming for 120 billion. Industrial output is expected to rise by 27 billion yuan, with a target of 32 billion. The plan also seeks to secure a minimum 10% market share, with a stretch goal of 12%. If these targets are met, the auto industry will contribute over 6% to Beijing’s GDP. In terms of product structure, the plan envisions that passenger cars (including cars and SUVs) will make up about 60% of total output, while commercial vehicles such as heavy trucks, light trucks, and buses will account for the remaining 40%. The development strategy also focuses on building a robust industrial chain, covering both parts manufacturing and service trade. On the parts side, the initiative encourages domestic and foreign suppliers to invest in Beijing, enhancing local production capabilities and increasing the localization rate of components. By 2008, the supporting rate for the main vehicle plants is expected to reach 40%, while the value generated from supplying other domestic automakers is projected to exceed 60 billion yuan. On the service side, the plan emphasizes improving the car sales environment, establishing standardized maintenance systems, introducing advanced logistics and distribution networks, and promoting auto finance and insurance services. By 2008, sales in the Beijing auto market are expected to hit around 70 billion yuan. Additionally, improvements in maintenance, usage, infrastructure, and management are anticipated to generate approximately 140 billion yuan in service trade output for the region. This comprehensive approach not only strengthens Beijing’s position in the national auto industry but also boosts employment, technological innovation, and overall economic vitality.
