On November 2, a reporter learned from the Energy Development Bureau of the National Development and Reform Commission that preliminary work on the upcoming oil and gas legislation has officially begun. Recently, the bureau held a key symposium focused on the development of oil and gas laws. Representatives from major energy companies such as China National Petroleum Corporation (CNPC), Sinopec, CNOOC, and Sinochem, along with experts from the University of Political Science and Law, the University of Petroleum, and the Energy Research Institute under the National Development and Reform Commission, participated in the discussion. They reviewed the current status of pre-legislative preparations, outlined work procedures, clarified responsibilities, and emphasized the importance of inter-departmental collaboration.
China's oil and gas legal framework has long been incomplete, failing to keep up with the rapidly growing demand for energy resources. Delegates at the meeting stressed the urgent need to establish a dedicated drafting team to develop a comprehensive plan for the new law. The proposed legislation should have clear objectives, detailed content, and well-defined roles for all stakeholders. It was also suggested that existing research on oil and gas regulations be fully utilized, while lessons from international experiences be carefully studied and adapted to fit China’s unique industry conditions. The goal is to draft a robust and effective oil and gas law within a reasonable timeframe.

This trend is expected to intensify in the coming years, leading to greater pressure on domestic energy supply and demand.
