Chen Deming said that the National Development and Reform Commission will fulfill its duties in accordance with the requirements of the "Renewable Energy Law" and continue to improve its policy system to create a favorable macro environment for the development of renewable energy.
According to the "Renewable Energy Law," the State Council department in charge of energy development sets a national medium and long-term goal for the development and utilization of renewable energy, which will be implemented after approval by the State Council and announced. Chen Deming revealed that in 2003, the NDRC began to study and draft a medium and long-term development plan for renewable energy. After the “Renewable Energy Law†was promulgated and implemented, the NDRC revised and improved the plan in accordance with relevant requirements and has now submitted to the State Council for deliberation.
The development goals set out in the plan cover the medium- and long-term aggregate goals of the “Renewable Energy Law†and propose the guiding ideology, basic principles, major tasks, development goals, key areas, and policy safeguard measures for the development of renewable energy in the next 15 years. However, Chen Deming did not disclose when the plan was officially released.
He also stated that he is currently studying the formulation of individual regulations for the management of hydropower, wind power, and biomass power generation to further standardize the management of renewable energy power generation.
In addition, the NDRC will step up research and formulate renewable energy quota policies and green energy trading policies, and fully reflect the development needs of renewable energy in drafting the “Power Lawâ€, “Energy Conservation Law†and “Circular Economic Lawâ€.
Chen Deming pointed out that the Renewable Energy Law requires power grid companies to purchase full amount of renewable energy grid-connected power generation projects, and provide access to renewable energy for power generation; request oil sales companies to incorporate biofuels that meet national standards into their fuel sales.
