According to the latest monitoring data from the AQSIQ, illegal use is the main reason for the occurrence of special equipment accidents, and the reason why the illegal use of flooding is in the final analysis is management deficiencies.
In 2008, there were 307 special equipment accidents in China. Compared with the same period in 2007, the total number of accidents increased by 20%. Among them, the number of boiler accidents rose the most, which was 32% higher than in 2007; the number of accidents in pressure pipelines and pressure vessels decreased significantly, which was a decrease of 44% and 24% respectively. Industrial boiler accidents mainly occur in the chemical and cogeneration industries. Pressure vessel accidents mainly occur in small light chemical industries. Pressure pipeline accidents mainly occur in chemical, gas filling, and mining processing industries. The illegal use of special equipment mainly manifests itself in the use of illegal equipment, use and management confusion, irregular operations by operators, improper operation, even undocumented operations, and lack of maintenance. The accidents caused by illegal use were concentrated in special equipment such as special motor vehicles and pressure vessels in boilers, plants (plants), and 244 accidents were caused due to illegal use, accounting for 79.5% of the total number of accidents. In recent years, the relevant functional departments of the state have intensified the supervision of enterprises that use special equipment and hope to use a strict supervision system and a complete supervision system to regulate the production of enterprises and avoid accidents. However, the role of the enterprise in a passive position determines that the company is limited in improving the level of safety management and increasing investment, and the main responsibility for the safety of special equipment has not yet been integrated into the enterprise management system.
Therefore, Yanshan Petrochemical's active attitude in ensuring the safety management of special equipment has been gratified by related departments and industry experts. According to reports, Yanshan Petrochemical has a total of 5,455 sets of pressure vessels, 1983 kilometers of pressure pipes, 40 boilers, 77 elevators and 279 cranes. At present, Yanshan Petrochemical Co., Ltd. already has 20 sets of production equipment and 2 casing network systems that have adopted the world's leading risk assessment-based equipment inspection technology (RBI). By the end of this year, the company's RBI production equipment will reach 25 sets, accounting for 40% of the main production devices. In addition, the company also established a corrosion monitoring system for oil refineries, and set up 130 on-line corrosion probe monitoring points in 14 oil refining devices and systems to promptly provide early warning of equipment corrosion caused by increased sulfur content and acid value of raw materials. At present, all of the company's special equipment is in good operating condition and the safety management of special equipment is under control.
Cui Gang believes that improving the safety management of special equipment of enterprises is an important means to reduce accidents. Yanshan Petrochemical and other large petrochemical enterprises have actively explored new ideas for implementing safety responsibilities through the active introduction of international advanced management concepts and technologies, combined with the actual situation of the company itself. It is understood that the newly revised "Special Equipment Safety Supervision Regulations" was formally implemented on May 1 this year. The implementation of corporate responsibility for the safety of special equipment has become the core of the new regulations and has become the focus of this year's "Quality and Safety Year" campaign.
