According to the Environmental Protection Bureau of Shandong Province, the implementation of "regional limited approval" will be a key focus in the province's efforts to address environmental pollution this year. This policy aims to strengthen environmental management and ensure that all development projects comply with strict environmental regulations.
Under the new rules, starting from January 1, 2008, any company that fails to implement the Environmental Impact Assessment (EIA) or the "three simultaneous" system—where environmental protection measures are planned, constructed, and operated alongside the main project—will face criticism and restrictions. Unapproved industrial parks will also be subject to penalties, and if more than three such parks exist, all of them may be placed under regional restrictions.
Additionally, by the end of 2007, all counties, cities, and districts with an environmental impact assessment rate below 95% or an acceptance rate below 90% will be placed under regional restrictions. Starting from the first day of the month, any county or district still having projects that have not received construction approval will also be criticized. For areas where the environmental impact assessment rate is below 98% and the acceptance rate is under 95%, full-scale regional restrictions will be enforced.
Moreover, if the failure to complete project acceptance is due to negligence or misconduct by environmental protection officials, the responsible personnel will be held accountable. This comprehensive approach reflects the province’s commitment to ensuring sustainable development while maintaining high environmental standards. The goal is to promote responsible growth and prevent further degradation of the environment through stricter enforcement and accountability.
