According to the Shandong Provincial Environmental Protection Bureau, "regional restricted approval" will be a key focus in the province's efforts to address environmental pollution this year. This policy aims to strengthen environmental management and ensure that all development projects comply with strict regulations.
Under the new rules, starting from January 1, 2008, any company that fails to implement the Environmental Impact Assessment (EIA) or the "three simultaneous" system—where environmental protection measures are implemented alongside construction—will face criticism and restrictions. Unapproved industrial parks will also be subject to scrutiny and potential penalties.
Furthermore, by the end of 2007, all counties, cities, and districts with an EIA implementation rate below 95% or an acceptance rate below 90% will be placed under regional restrictions. From the first of the month onward, any county or district still having projects that have not received approval for construction will be publicly criticized.
In addition, areas where the EIA implementation rate is less than 98% or the project acceptance rate is below 95% will face broader restrictions. The goal is to encourage faster and more effective compliance with environmental standards across the province.
If it is found that the failure to complete project approvals is due to negligence or misconduct by environmental protection officials, those responsible will be held accountable. This measure underscores the government’s commitment to enforcing environmental laws and ensuring transparency in the approval process.
The introduction of these stricter regulations reflects a growing emphasis on sustainable development and environmental responsibility in Shandong, as the province strives to balance economic growth with ecological protection.
