The year 2015 is nearing completion, and the promotion of the “12th Five-Year” new energy vehicle is coming to an end. For the entire new energy vehicle industry, the next phase of national and local new energy vehicle subsidy policy is one of the most concerned matters of all parties. As early as April this year, the “13th Five-Year” national new energy vehicle subsidy policy has been introduced, so what is the introduction of various local subsidy policies? According to statistics, as of now, five cities in Beijing, Shenyang, Shanxi, Wuhan and Haikou have confirmed the 2016 new energy vehicle subsidy standards.
State subsidy
On April 29, 2015, the Ministry of Finance, the Ministry of Science and Technology, the Ministry of Industry and Information Technology and the Development and Reform Commission jointly announced the Notice on the Financial Support Policy for the Promotion and Application of New Energy Vehicles in 2016-2020. The notice is clear, 2017-2018 The subsidy fell by 20% on the basis of 2016, and by 40% from 2016 to 2040. The implementation period of this policy is 2016-2020. The four ministries and commissions will adjust the subsidy policy in a timely manner according to factors such as technological progress, industrial development, scale of promotion and application, and cost changes.
The subsidy standard for the promotion and application of special vehicles and trucks for pure electric and plug-in hybrids (including extended programs): 1800 yuan per kWh of battery capacity, and further refine the subsidy standards according to product categories and performance indicators. Note: The above subsidy standard is subsidized by 10-12 meters passenger car as standard vehicle. Other lengths of pure electric bus subsidy standard are divided according to the above table unit mass energy consumption and pure electric driving range, plug-in hybrid bus (including increase) The program subsidy standard is divided according to the above table pure electric driving mileage. Local subsidy
Beijing subsidies in accordance with national standards 1:1
On September 29th, the Beijing Municipal Science and Technology Commission issued the “Measures for the Administration of New Energy Vehicles for Demonstration and Application in Beijing” (revised in 2015). The method clarifies that the subsidy standards for new energy vehicles are determined according to the ratio of 1:1 to the state and the city. The total amount of financial assistance of the state and the city shall not exceed 60% of the sales price of the vehicle. This method is valid until December 31, 2017.
For pure electric buses, on July 28, 2015, the Beijing Municipal Finance Bureau, the Beijing Municipal Science and Technology Commission, and the Beijing Municipal Commission of Economics and Information Technology issued a notice on the fiscal policy on the purchase of pure electric buses, which stipulated 2015. - In 2017, the fiscal policy for purchasing pure electric buses was determined according to the central standard 1:1. The policy implementation period is from August 1, 2015 to December 31, 2017.
For pure electric vehicles, on March 30, 2015, Beijing Municipal Finance Bureau, Beijing Municipal Science and Technology Commission, Beijing Municipal Commission of Economy and Information Technology, Beijing Municipal Commission of Communications, and Beijing Municipal Commission of Commerce issued the relevant financial regulations on the purchase of pure electric vehicles. Policy Notice. The notice is clear. On the basis of the central subsidy, the subsidies for pure electric vehicles such as postal, logistics and sanitation in this Municipality are determined according to the central standard 1:1. Specifically, according to the total capacity of the battery, the subsidy per kWh in 2015 is 1,800 yuan. The total subsidy for vehicles does not exceed 135,000 yuan; the 2016 and 2017 subsidy standards are implemented in accordance with the 2015 standards. If the national policy is adjusted, the city's financial subsidy standards shall be formulated separately with reference to national policies. Automobile manufacturers enjoy a maximum of 60% of the central government and the city's financial subsidies. The policy implementation period is from April 1, 2015 to December 31, 2017.
Shenyang is subsidized by local and central ratio of 0.7 to 0.9:1
In October 2015, the “Shenyang New Energy Vehicle Promotion and Application Implementation Plan (2015-2020)” was released. In terms of vehicle subsidies, the program stipulates that local subsidies for new energy vehicles will be included in the local government budget. Vehicle purchases will be subsidized in proportion to the local and central 0.7 to 0.9:1, and the total amount of subsidies will not exceed 60% of the full price of the vehicle. Appropriate rewards will be given to the units and individuals that have retired the scrapped yellow-label vehicles to new energy vehicles in advance.
In terms of infrastructure subsidies, the central government will use the infrastructure incentive funds and local subsidy funds in a coordinated manner. The central and local financial subsidies will not exceed 20% of the equipment investment in the construction of charging infrastructure.
Shanxi subsidizes electric vehicles according to national standards 1:1
On November 11, the official website of the Shanxi Provincial Government issued the “Implementation Opinions on Accelerating the Development and Application of the Electric Vehicle Industry (Public Consultation Draft)”, soliciting opinions from all walks of life.
The draft for comment is clear. From January 1, 2016, marketing subsidies will be given to electric vehicles that are listed in the “Vehicle Production Enterprises and Products” bulletin catalogue of the Ministry of Industry and Information Technology and that realize terminal sales. The marketing subsidy standard is determined according to the national subsidy standard of 1:1. We will study and formulate subsidies for special vehicles for agricultural and industrial and mining operations and electric passenger vehicles for urban and rural areas, and provide financial subsidies for vehicles in these areas.
Wuhan grants 1:1 according to national standards
On October 22, 2014, “Wuhan City Encourage Units and Individuals to Purchase and Use New Energy Vehicles Local Support Subsidy Implementation Measures (Provisional)” was issued. The “Measures” clearly stipulates that on the basis of the central government special fund subsidies, local finance units And individuals to purchase new energy vehicles, according to the national subsidy standard of 1:1 to the local supporting subsidies, the national and local financial subsidies total no more than 60% of the vehicle sales price. The "Measures" are valid until June 30, 2016.
Haikou subsidizes 60% according to national standards
On September 10, 2014, the “Interim Measures for the Administration of Financial Subsidy Funds for the Promotion and Application of New Energy Vehicles in Haikou City” was issued. Haikou City, for the local consumers who purchase new energy vehicles, received 60% of the central subsidy funds for new energy vehicles. Subsidies, provincial and municipal financial subsidies of 30%.
The supporting infrastructure construction units shall provide local financial subsidies according to 40% of the investment in major infrastructure equipment, and the provincial and municipal financial subsidies shall be 20%, and the provincial and municipal subsidies shall not exceed 6 million yuan. Valid until December 31, 2017.
In addition to the clear subsidies for new energy vehicles in these five cities, whether other cities will continue to introduce subsidies for new energy vehicles is also the focus of general attention. For example, many districts in Shanghai have already ended the new energy vehicle purchase subsidy policy. Will there be a new subsidy policy next year? According to the Shanghai New Energy Automobile Promotion Office, the new energy vehicle related policies will not be finalized next year, but The free license policy is expected to continue, while the subsidy will decline and the direction will be adjusted. At present, the parties to the specific policy are still studying and formulating. Taking Beijing and Shanghai as the benchmarks, I believe that new energy vehicle subsidy policies will be introduced in other places.

ELECTRIC DRIVE CUTTING TORCH CARRIAGE

An improvement over mechanical guides is an electric motor-driven cutting torch carriage. The speed of the motor can be varied allowing the welder to cut to dimensions and to cut at a specific speed. Figure 4-26 shows an electric drive carriage on a straight track being used for plate beveling. The operator must ensure that the electric cord and gas hoses do not become entangled on anything during the cutting operation. The best way to check for hose, electric cord, and torch clearance is to freewheel the carriage the full length of the track by hand.

You will find that the torch carriage is a valuable asset during deployment. This is especially true if your shop is called upon to produce a number of identical parts in quantity. Such an assignment might involve the fabrication of a large supply of handhole covers for runway fixtures, or another assignment might be the production of a large quantity of thick base plates for vertical columns. When using the torch carriage, you should lay the track in a straight line along a line parallel to the edge of the plate you are going to cut. Next, you light the torch and adjust the flame for the metal you are cutting. Move the carriage so the torch flame preheats the edge of the plate and then open the cutting oxygen valve and turn on the carriage motor. The machine begins moving along the track and continues to cut automatically until the end of the cut is reached. When the cut is complete, you should do the following: promptly turn off the cutting oxygen, turn off the current, and extinguish the flame--in that order. The cutting speed depends upon the thickness of the steel being cut
