The meeting decided that according to the recent sharp decline in coal prices, lower operating costs of power generation and heating companies, and a significant increase in investment in technological transformation, in the heating season of 2016, Harbin City and Suihua City violated the use of low-quality coal heating companies and other fuels. All the main coals were burned to meet the quality standards of the coal; the low-quality coal-fired boilers of the 10,000-ton energy-consuming industrial enterprises were all completed. In the heating season of 2017, the province's more than 600 kilometers of transport distance, the use of low-quality coal boilers were converted to use the boilers that meet the quality standards of coal; the province's prefecture-level and above urban main city eliminated all the small boilers of 10 tons and below. The province's power generation and heating enterprises must have a sense of social responsibility to protect the health of the broad masses of the people and comply with laws and regulations such as the Law on the Prevention and Control of Atmospheric Pollution, and increase investment in reconstruction; all municipalities and departments must adopt multiple perspectives The ideological work and law enforcement inspections of the power generation and heating companies are well carried out, and the province's transformation of low-quality coal-fired boilers and the elimination of small boilers are resolutely completed. The meeting pointed out that it is estimated that the transformation of low-quality coal-fired boilers can replace 17 million tons of low-quality coal. Heilongjiang coal enterprises can fully supplement the new demand for high-quality coal by releasing production capacity, opening new mines, and adjusting customer structure. The Provincial Industry and Information Technology Commission, Coal Supervision Bureau and other departments and cities and towns should coordinate the Long Coal Group and other coal production enterprises to sign large-scale coal-using enterprises with stable quantities and medium- and long-term coal supply contracts with reasonably priced changes in the market; other high-quality coal supplies must be screened.
