Passenger car fuel consumption standards will be officially implemented next month

The Ministry of Industry and Information Technology, the Development and Reform Commission, the Ministry of Commerce, the General Administration of Customs, and the General Administration of Quality Supervision, Inspection and Quarantine jointly issued a notice on the 16th “Notice on Strengthening the Management of Average Fuel Consumption of Passenger Vehicle Enterprises” (hereinafter referred to as “notice”). Require the relevant companies to do a good job of "appropriate fuel consumption assessment methods and indicators for passenger cars" (hereinafter referred to as "indicators") implementation. According to the notice, non-compliance car companies will face multiple penalties: new products including non-compliance will be suspended for announcements, and investment projects for cross-category production of passenger cars and expanded passenger car production capacity will not be accepted. The requirements of the notification will be implemented from November 1 this year.

According to the “Energy Conservation and New Energy Vehicle Industry Development Plan (2012-2020)”, China implements average fuel consumption management for passenger vehicle companies and gradually reduces the average fuel consumption of China's passenger vehicle products. The goal is to achieve 2015 and 2020. The average fuel consumption of passenger car products fell to 6.9 liters/100 km and 5.0 liters/100 km.

CEO Pang Yicheng analyzed that this policy is in fact the “big stick” for the country’s development of new energy vehicles, and the “carrots” that are subsidized by the promotion of new energy vehicles, and jointly promote the development of new energy vehicles. For car enterprises, the implementation of fuel consumption standards is more effective in promoting car companies to develop new energy vehicles, because subsidies are to replenish consumers, and fuel consumption indicators will give car companies direct pressure. Pang Yicheng believes that for companies that rely on large-displacement products, if they do not develop new energy vehicles, this is almost an impossible task. In this case, car companies will consider introducing more new energy vehicles.

According to the Measures for Calculating the Average Fuel Consumption of Passenger Vehicles published by the Ministry of Industry and Information Technology in March 2013 (hereinafter referred to as the “Measures”), the actual value of the company’s average fuel consumption is compared with the national target value, pure electric passenger cars, The actual value of the fuel consumption of plug-in hybrid passenger vehicles with a continuous driving range of 50 km or more for fuel cell passenger vehicles and pure electric drive modes is calculated on a zero basis and calculated as five times the number. The sum of accounting bases; models with actual fuel consumption less than 2.8 liters/100 km (inclusive) in comprehensive conditions (excluding pure electric and fuel cell passenger vehicles) are calculated as the sum of the accounting bases by 3 times.

From this we can see that the new energy vehicle has a very high weight in the calculation of the average fuel consumption value of the enterprise. For companies that rely on large-displacement products such as SUVs, the production of new energy vehicles is obviously very beneficial to the overall corporate standards, and even a small amount of new energy vehicles can play a large role. Take Beiqi Foton Motor Co., Ltd. as an example. In 2013, the output of passenger vehicles was 18,454 units. The average fuel consumption was 10.35L/100km. If 1,819 new energy vehicles were produced in the current year, the average number of passenger cars could reach 6.9L/100km. Fuel consumption standard.

Wang Qing, a researcher at the Development Research Center of the State Council, believes that this policy will have a very clear effect on the supply of new energy vehicles. Because of this average fuel consumption index, if the current car companies do not develop new energy vehicles, they still want to complete If it is more difficult, it will promote the emergence of more new energy automotive products on the supply side. This will have a synergistic effect with the subsidy policy that acts on the consumer side. The promotion of new energy vehicles may achieve an effect of 1+1 greater than 2.

The notification also specifies that the company’s average fuel consumption of passenger vehicles exceeding 6.9 liters/hundred kilometers after the average fuel consumption of the company is not within the target will be publicly reported; the average fuel consumption for the previous year The passenger car companies that do not meet the standard of consumption will be suspended from reporting the “Vehicle Production Enterprises and Products Announcement” for new products whose fuel consumption does not reach the relevant target value under the comprehensive conditions.

At the same time, if the average fuel consumption plan of enterprises that can be submitted for the new passenger car manufacturing enterprise and the existing automobile production enterprises to cross-category production passenger cars and expand the production capacity of passenger vehicles will not be able to meet the targets, adjustments need to be made; For those projects whose average fuel consumption in the previous year did not meet the standard, they will not be processed for the time being.

In addition, the notice also made it clear that the newly revised implementation rules for mandatory product certifications for automobiles will be fully implemented, and national standards related to fuel consumption will be promoted; passenger car companies that fail to meet the standard fuel consumption and fail to meet their commitments will pass customs clearance at the customs. The supervision, inspection of imports, verification of production consistency, etc. shall be strengthened.

The five ministries also requested that each accounting entity submit the report on average fuel consumption of the company for the previous year to the Ministry of Industry and Information Technology on time. Non-compliance companies are required to submit at the same time commitments to the average fuel consumption improvement plan and propose specific improvement measures.

However, Prof. Lu Zhaowang of the School of Politics and Public Administration of China University of Political Science and Law also indicated that such a policy will certainly promote the car companies' attention to new energy car models, but the intensity is not enough, and companies may also be able to clean the ball. A more scientific approach is: If it fails to meet the requirements for energy conservation and emission reduction, it should cancel the production qualification of its non-compliance products, and even consider relaxing the restriction on the production qualification of auto companies so that more new energy automobile companies can enter this field. In the later period, through the strict control of product quality and energy conservation and environmental protection indicators, market competition is more fully achieved to achieve better development of new energy vehicles.
