**Supplemental Information:**
The City of Elgin is applying to expand its public safety communication system by joining the STARCOM21 network. This will enhance interoperability with state agencies and improve coverage and reliability for police, fire, and emergency services.
**System Overview:**
- The new system will be an 8-site 700/800 MHz ASTRO Project 25 Simulcast System.
- It will include a 9-link point-to-point microwave backhaul network on the STARCOM21 network.
- The system supports both mobile and portable radios, with in-building coverage of 16 dB for all public safety agencies.
**Interoperability:**
- The system will interoperate with existing agencies using 800 MHz, UHF/VHF, and low-band frequencies.
- Crosspatch capabilities will allow communication between talkgroups and conventional channels.
- STARCOM21 talkgroups are being established for interoperability with ISPERN and IREACH users.
**Subscriber Base:**
- Initially, 738 units will be deployed, including 409 for the Police Department and 329 for the Fire Department.
